New report looks at the NHS payments to General Practice

12 February 2015: Figures on NHS payments to general practice providers in England are released for the first time today by the Health and Social Care Information Centre (HSCIC).

The report looks at NHS payments3,4 made to providers of general practice services in England in order for them to deliver services. These payments do not take into account the costs incurred by the provider and, as such, should not be interpreted as "profits".

On average, £136 was paid per registered patient5, this amounted to over £7.6 billion being paid to 8,060 general practice providers in the financial year 2013/14.

Payments included in this report cover a range of costs such as premises, staffing costs and services to patients. A small number of payments however are made outside of the HSCIC GP payments system and so are not included in this report, these include some payments for public health services, IT, premises and out of hours services.

During 2013/14 the report shows that the following payments were made:

  • £608 million (8.0 per cent) for premises.
  • £982 million (12.9 per cent) for Quality and Outcomes Framework (QOF6), which covers services such as the management of chronic diseases and implementing preventative measures such as regular blood pressure checks.
  • £620 million (8.1 per cent) for enhanced services, which covers services such as childhood vaccination and immunisation schemes, extended hours access and improving patient online access.

The report is produced by the Health and Social Care Information Centre (HSCIC) in consultation with the Technical Steering Committee (TSC), which is chaired by the HSCIC and has representation from the BMA General Practitioners Committee (GPC), NHS Employers, NHS England and the Health Departments of the four UK countries.

1. The Health and Social Care Information Centre (HSCIC) was established on April 1 2013 as an Executive Non Departmental Public Body (ENDPB). It is England's trusted data source, delivering high quality information and IT systems to drive better patient services, care and outcomes. 2. Figures over 1 billion have been rounded to the nearest 100 million, those over 1 million have been rounded to the nearest million. Percentages have been rounded to one decimal place.

The data include all gross cash payments and deductions made through the HSCIC GP Payments system and therefore exclude invoices raised by providers that were paid directly - e.g. by NHS England area teams or funding received from other sources e.g. Local Authority Public Health funding. Only those GP practices and providers of general practice services that received any payments through the payments system are included in the data.

4. This report provides the detail of the amounts paid to individual providers of general practice services through the HSCIC GP payments system. A more complete picture of the Investment in General Practice at a national level is available at: http://www.hscic.gov.uk/pubs/investgp0914

5. Figures for the number of registered GP patients in England are provided in this report for context, however they only include those practices that have received a payment. Practices that have received funding outside of the HSCIC GP Payments system are not included in this publication. There are over 56 million registered GP patients in England.

6. The QOF awards GP practices achievement points for:

· managing some of the most common chronic diseases, e.g. asthma, diabetes

· implementing preventative measures, e.g. regular blood pressure checks

· the extra services offered such as child health care and maternity services

· the quality and productivity of the service, including the avoidance of emergency admissions to hospital

· compliance with the minimum time a GP should spend with each patient at each appointment.
